Statewide energy price pressures have risen since the 2024-25 financial year, when average residential tariffs increased by 7 per cent according to the Australian Energy Regulator annual report. Wollongong contains 68 000 residential connections, many linked to shift workers at BlueScope steelworks and Port Kembla port operations whose rosters produce higher evening usage.

A household in the 2264 postcode using 4500 kWh annually currently pays an average $1720 before concessions. The bill adds a zone-specific credit of $85 per quarter for accounts under 5000 kWh, drawn from the $142 million allocation listed under the Energy Security and Affordability program in the 2026 NSW Budget papers. This credit is paid directly to the retailer and appears as a line item on the bill issued after 1 October 2026.

Residents in suburbs such as Warrawong and Cringila, where median household income sits at $78 400, will see the credit applied automatically if their retailer participates in the scheme. The explanatory memorandum states that eligibility requires an active account address within the declared Port Kembla renewable energy zone boundary published by the NSW Department of Climate Change, Energy, the Environment and Water.

Next steps in the legislative process

The bill passed the lower house on 7 July and is listed for committee stage in the Legislative Council during the week beginning 27 July. The government has stated the first rebates will be processed once the Act receives assent and the zone mapping regulation is gazetted, expected no later than 30 September.
