Planning Reforms Transform North Wollongong and Dapto Housing Density Rules

Over 5,310 new dwellings are expected in North Wollongong after Wollongong Council revised its planning proposal to expand housing density under Transport Oriented Development guidelines while avoiding flood-prone areas.

Origins of the density changes

The revisions build on earlier Transport Oriented Development work that identified land near rail stations for increased residential capacity. Council adjusted the proposal boundaries to exclude areas at risk of flooding, producing the updated dwelling figure now under consideration.

Dapto precinct expansion

The Dapto Transport Oriented Development precinct perimeter was extended 800 metres east to the Southern Freeway. That extension is intended to support delivery of approximately 3,450 homes over 15 years to help meet regional housing targets.

State Significant Development application lodged

Urban Property Group has lodged a State Significant Development Application for a 38-storey mixed-use tower opposite North Wollongong Station. The proposal includes 303 apartments and 174 co-living residences, of which 45 units would be affordable housing.

New affordable housing requirement

Affordable housing requirements for residential developments with more than 20 dwellings in Wollongong commenced on 1 July 2026. The rules mandate a minimum of 3 per cent of floor space as affordable rental dwellings.

Community facilities under construction

Construction is currently underway on the new Southern Suburbs Community Centre and Library. Design options for the Helensburgh Community Centre and Library are scheduled to be released later in 2026.

These steps follow the introduction of the statewide Transport Oriented Development program and the timing of the 1 July 2026 affordable housing policy. The next stages involve assessment of the lodged State Significant Development Application and release of the Helensburgh design options.
