Wollongong Infrastructure Delivery: Choices Ahead for 2026-2029 Program

Wollongong City Council’s 2026-2029 Infrastructure Delivery Program commits $850 million to almost 250 projects, with 60 percent directed at renewal of footpaths, roads and community facilities. Five major projects already account for more than $439 million of that total, including West Dapto, the Southern Suburbs and Helensburgh Community Centres and Libraries, and upgrades to Cleveland Road and West Dapto Road.

Program sets renewal and growth priorities

The scale of the program means council must decide how quickly to advance the renewal component versus new-build elements. Sixty percent of the $850 million targets existing infrastructure, requiring choices on which roads, paths and facilities receive attention first within the three-year window.

Ongoing projects near key milestones

Construction continues on the Grand Pacific Walk, Revitalising Port Kembla and Windang Foreshore Improvements. These projects sit alongside the NSW Government’s $10 million transport upgrades at 11 Illawarra stations, which include a two-way shared cycleway at Corrimal and new pedestrian refuges. Completion of the station works is scheduled between early 2025 and mid-2026.

Health facility upgrade reaches final stages

Wollongong Hospital’s $21.9 million upgrade, covering additional MRI and CT scanners plus unit expansions, began construction in February 2025. The work is due for completion in early 2026, freeing resources and attention for the next phase of the broader program.

Decisions on sequencing and allocation

With West Dapto targeting 19,800 new dwellings and several community facilities in the pipeline, council faces choices on timing of expenditure and coordination with state-funded works. The 2026-2029 period will require ongoing decisions about project order, contractor capacity and alignment between renewal works and growth-area infrastructure.
